Southend Care Ltd (SCL) is an innovative new Local Authority Trading Company (LATC) set up by Southend-on-Sea Borough Council to deliver a high quality and streamlined Adult Social Care service for the local community. Financial restraints and increasing demand for social care services are putting unsustainable pressure on the services that matter most. The Council has seized the opportunity to create a flexible, efficient and pro-active service that is independent yet wholly owned by the Council, able to operate with a dynamism and commercialism that will respond to the community and local economy, truly transforming the future of care services in the Borough and beyond.

On 1 April 2017 the following services transferred over to Southend Care Ltd, and all staff transferred over under TUPE on existing terms and conditions of employment including continued access to the Local Government Pension Scheme:

Delaware House Residential Care Home for Older People
Priory House Residential Care Home for Older People
Viking Learning Disability Team
The following services transferred over on 1 July 2017 along with the associated staff:

Employment Service

As Managing Director, you will shape the team of 220 staff into a single cohesive unit. The business itself is well supported financially by the Local Authority, your primary trading partner during the Company’s first few years. Working closely with the Director of Operations and the Board, your goal is to help us achieve our growth objectives and moving to sustainable profit while keeping the quality of service delivery high. The company has completed its first year of operations and the Board has agreed a 3 year business plan.

The majority of support services (Finance, HR and IT) are provided by the Council via Service Level Agreements.

Alongside the employees who transferred over to Southend Care Ltd on existing terms and conditions, Southend Care Ltd has recruited new employees on Southend Care Ltd terms and conditions of employment including access to NEST pension scheme.

During the first year of trading the company has exceeded its initial financial targets and is on course to become profitable within the next 2 years; governance processes have been put in place so that effective practises have been established with shareholder representatives and other stakeholders. Key working practises have been reviewed and enhanced and there has been ongoing reorganisation of key functions.

From the beginning the aim was to develop a culture of listening to people and devolving decisions where possible to local managers. The board of SCL have been clear that the strategy of the company is to be a high quality service provider.

A key development has been the working relationship between the Managing Director and the Operations Director, this is both complementary and supportive given the key roles they play. Whilst the Managing Director is responsible for the overall company performance the Operations Director has day to day responsibility for the achievement of key performance indicators”

Future plans for Southend Care Ltd include the new build development which is expected to be completed by 2020. This will include a 60 bed residential care and new learning disability day centre.

You will have a proven record of success in senior level commercial management, possibly in care services, or a similar service industry or a LATC. You will have an appreciation for the political environment of local government and the ability to navigate the public/private sector interface. You will also exhibit excellent communication skills with a demonstrable track record of delivering successful change, transformation and organisational growth. To succeed, you will have the ability to influence and inspire and provide strategic leadership and bring people-centric and commercial thinking to this £7m turnover business.

This is your opportunity to be part of a pioneering movement at the future face of adult social care.
